    Mesa Short-Term Rental Rules & Taxes

    Arizona law (A.R.S. § 9-500.39) prevents Mesa from banning short-term rentals, and Mesa has licensed them since February 1, 2023 under Mesa City Code 5-15.

      Any Mesa property owner who rents a residential unit for 29 days or less needs a license, including rooms in an owner-occupied home. The fee is $250 a year, the license is valid for one year from issuance, and renewal applications are due 45 days before it expires.

      Mesa requires proof of a valid Arizona TPT license for the rental unit and commercially reasonable proof of at least $500,000 in liability insurance covering bodily injury and property damage.

    • Neighbor notice and emergency contact

      Notify the neighbors surrounding and directly adjacent to the rental with the license number, the rental address and the designated emergency contact. The application lists the owner, any statutory agent and that emergency contact.

    • Lodging tax: 14.27% combined

      Mesa lists a 2.0% city transaction privilege tax, a 5.0% Mesa transient lodging tax and 7.27% state tax. The 5% transient tax falls away for stays over 29 consecutive days only when the guest prepays the whole stay or signs a binding lease of more than 29 days at the start; the 2.0% city tax applies regardless of length.
